the upper 80s. here's tara. >> let's take a live look at the east shore freeway, you can see traffic moving nicely down towards the macarthur maze. we have backups, about an extra 15, 20 minutes to get into san francisco. we do have an accident that just happened in oakland. i will tell you about it coming up. let's head back to the desk. >> thank you, tara. we're following developing news out of richmond where a gunman is on the loose following a deadly shooting. it happened around 12:30 at an apartment complex on pullman avenue. police say when they arrived, there found a man shot. witnesses -- they found a man shot. witnesses say they heard an argument before the shots were fired. residents had to be evacuated while police searched for the shooter. police are looking into the possibilities of more suspects. anyone with information about this shoot is being asked to call richmond police. we have a crew investigating

this story. jury deliberations resume in san francisco today for a cabdriver accused of hitting and killing a pedestrian three years ago. now, ktvu obtained exclusive video of the incident. i have to warn you, it's graphic. cameras mounted inside the taxi captured the moment of the impact. the victim was 19-year-old alberto rodriguez. prosecutors say the cabdriver, chin, ran a red light, then after the deadly collision drove more than a half-mile before friends of rodriquez chased him down and demanded he go back to the scene of the crash. >> i mean, there's no words to say how we feel. it's just -- i mean, things happen for a reason. things are not here anymore. we just want justice. >> if convicted, chin faces a year in chill on vehicular -- a year in jail on vehicular manslaughter. the 17-year-old drunk driver who hit a girl in san

francisco back in march is due later today. police say kieran brewer was speeding westbound on sloat boulevard in san francisco when he hit hanran chang. it happened on her 17th birthday. brewer will be charged with gross vehicular manslaughter while intoxicated. bail is set at $300,000. it's 7:03. it is a big day for the world- famous chez restaurant in berkeley. the restaurant owned by alice waters was badly damaged by a fire in march. the fire caused as much as $200,000 in damage, when electrical equipment under the building's porch malfunctioned. chez has been closed ever since. but tonight they are holding a grand reopening event and will go to the edible school project. and crews are working to dry out -- to dry out the brewery restaurant. fire sprinklers were activated

leaving the place soaking wet. we're still waiting to find out why the sprinklers came in. there were 3, 4 inches of water and the water trickled to the first do you and down to the basement -- floor and down to the basement. raley's has received thousands of complaints from angry customers fed up for people asking them for signatures when they go to shop. management found it impossible to pick and choose which groups should be allowed to gather petitions. it felt a no-solicitation policy was the only way to a solution. target and other retails have adopted similar policies in recent years. santa clara leaders say the upcoming budget looks more promising than in recent years. later today, the board of supervisors will make final decisions on the $4.6 billion spending plan. there is a $70 million deficit which is gonna be covered through department cuts, labor concessions and revenues from a

inward to the police department. as we were leaving friends and family of the victim whom i'm told was 41-year-old shaycy marshall, they were headed back to the apartments. mother shaw's mother said her son was kind and helpful. she didn't want to talk on camera. she appeared shocked and she broke as the coroner removed the body. she heard there was a fight before the shooting. police say shots spotter activated at 12:30 this morning. officers were nearby and found marshall dead at the pullman point apartments. no suspects were found on scene. unfortunately, police say today's killing is not the first at this apartment complex. >> that apartment complex is one of our more active areas in the city. we've had several -- we've had

a few homicides there in the past. we've had some incidents with some gunfire inside of it and there have been an occasion to have arrests of people that have been armed with firearms. >> reporter: police say the shooter is believed to be a black male in his 30s, possibly 5'7" and there may be multiple suspects. detectives are working several leads, they tell us. police say dozens of people were on scene last night. not all have been helpful. they are asking anyone with additional information to come forward. as always there is a $10,000 reward for any information. you can leave anonymous tips with police. coming up in my next report, more on why police had to evacuate that apartment complex shortly after the shooting and the latest on the search for that suspected shooter. katie utehs, ktvu channel 2 news. it is 7:13. a desperate situation calls for desperate measures.

her. now, antolin garcia-torres has been charged with her murder. a shooting happened about 10:00 at 6th and natoma. the victim was shot twice but is expected to survive. police say the victim refuses to cooperate with investigators. the investigation continues. a key ruling is expected today in the florida murder trial of george zimmerman, the neighborhood watchman charged with the shooting of trayvon martin. a judge may rule on whether an expert witness for the prosecution can testify about screams that are heard on 911 calls made during last year's fatal confrontation with martin. the expert says there were screams for help and they came from trayvon martin. yesterday, six women were selected to decide if zimmerman is guilty of second-degree murder. o'ing statements are scheduled for next week. will pg&e bills go up if

state regulators follow through on a proposed hefty fine? well, pg&e says it all depends. the utility faces a $2.2 billion fine stems from the deadly san bruno blast. the company says if it gets credit for repairs already made, customers' bill will stay the same. but without the credit, pg&e says customers will pay more. hundreds of passengers were in for a big surprise after finding out there would have to go without an important essential during their flight. the flight took off from london to san francisco, when airline attendants realized they were low on toy let paper. the solution? cocktail napkins. they read "fly by the tips of your passengers." >> i would rather use these in

welcome back. 7:29. new this morning, san jose police announcing their plan to crack down on violence this summer. ktvu's janine de la vega is live in san jose to tell us about this strategy. janine? >> reporter: yes, dave. the department just announced a new plan to reduce violence this summer. they will be increasing police presence and visibility in the city. it's a three-part plan to starts today. now, the rest of the month of june, the department is putting an additional gang suppression cars on the streets every week. special units from the s.w.a.t. team and the metro team will be helping. a total of 45 officers will be

aiding. the number of officers will increase to 65 because more gang-suppression cars will be used and they will have a heavy presence in the evening hours. in august, the department is creating a gang suppression unit which will operate seven days a week. it's in response to a recent rash of violence and assault and crime does tend to increase in the summer. the number of homicides just increased to 25 yesterday. 16-year-old manuel urzoua died at the hospital after police say he was beaten and shot. police sources say he was coon fronted by a group -- confronted by a group of a violent gang. police have made no arrests yet. we're being told that a police spokesperson will be addressing all of the media here in front of department headquarters at 10:00 a.m. we'll learn more and bring you that at noon. reporting live from san jose, janine de la vega, ktvu channel

2 news. a 4-year-old girl is recovering in an oakland hospital this morning after falling two stories. it happened yesterday at a home on 23rd avenue in the fruitvale district. firefighters say a quick-acting bystander jumped over a fence to help her. the child was taken to the hospital with head injuries but is expected to be okay. 7:31. happening now -- financial experts are weighing in after a really wild ride on wall street the last few days. pam cook is in the newsroom with the feeling on wall street this morning. a little bit of a bounceback, pam? >> yes. we're talking about fear and greed. those are often the emotions that move the markets. certainly been the case this week. investors around the world reacting in fear of a hearing the federal reserve's comments that there could soon be a change to the economic stimulus plan. there's increasing talk of replacing bernanke sooner rather than later. also this morning, morgan stanley's chairman and ceo says

the stock dropping this week is an overreaction. the opening bell rang in a better reaction after a couple of big days of losses. economists pointing out any money tightening from the fed will come due to a stronger economy. so investors should not be afraid. it should be -- it should be well-received by investors thinking the economy is better. also at the opening bell was -- [inaudible] >> the dow jones off to a pretty good start. it's pulled back a little bit. the dow up about 14 points. the nasdaq is actually down a little bit right now. the s&p 500, which suffered its biggest loss since november 2011 yesterday, it's up a little bit as well. we're gonna to keep an eye on the numbers. a couple of local stocks.

oracle weighing in. that's run of the reasons why it's been down. reporting live in the newsroom, pam cook, ktvu channel 2 news. >> all right. thank you, pam. only on 2, a new effort in contra costa county to catch the person who killed a single mother. sylvia valdivia was found stabbed in her home on the river shore apartments in baypoint six years ago. investigators say there was no sign of a robbery or forced entry. she moved to the baypoint to start over after separating from her husband. she's survived by her two children. >> we gonna that be okay -- we gotta be okay so that her kids are okay. we hope that some day whoever did this is gonna ket caught. >> investigators say -- get caught. >> investigators say sylvia's ex-boyfriend was cleared along with her husband who discovered

her body. california is set to release 9600 prisoners by the end of the year. governor brown is asking for more time to do this but the court wants immediate action. it is evening threatening to hold the governor in contempt of court. law enforcement warns that releasing thousands of inmates even low-risk offenders is still dangerous. >> it's bad news across the board. i think it would be foolish to think they will not pose a threat. >> governor brown says the state will challenge the order. alameda county's sheriff says releasing inmates will touch off a wave of crime. a woman driver facing very serious charges after police say her car slammed into a house, then she took off. it happened in santa rosa about 10:00 last night on kioke court. police say 32-year-old angela angerman was drunk when she

backed into a car, hit a tree and drove the car into the house. they later parked the car on the nearby street. police say they were able to track her down and take her into custody. pretty scary moments in san francisco. a muni bus careens out of control and a passenger helped save the day. the 43 masonic bus hit about a dozen passengers on board when it collided with a volkswagen that made an illegal turn right near fell start at 6:20. the bus with the volkswagen barreled across the panhandle sending people scram scrambling to get out of the kay -- scrambling to get out of the way. at this point, the driver rushed to the scene. >> i believe he got into some type of shock on the bus and couldn't react. >> now, that bus driver was treated for back pain. no one else was hurt. police say the driver of that volkswagen may be cited for

making an illegal turn. 7:36. a four and a half-mile stretch along 880 is expanding from 6 to 8 lanes. caltrans and vta teamed up for the $64 million project which began in the spring of 2012. caltrans says the goal was to help alleviate traffic in both directions on the corridor from highway 101 in san jose to state route 237 in milpitas. but some drivers fear the new lanes may do the opposite. >> just because people know with the carpool lane being there, a lot more people will be using it. i think it will track a lot more traffic toward the 880. saturday, caltrans will remove the orange cones providing access to the lanes and then starting around 5:00 a.m. on monday, the new lanes will become h.o.v. lanes. music will fill the streets of san francisco today during a unique event to help raise money for charity. popup concerts are happening at various public parklets in san francisco. there's about ten different

locations with 35 performers. one is happening at cafe roma in north beach, another one at squat and gobble. the shows are free to the public. mown donated will go to five local -- money donated will go to five charities. the miami heat, once again, the nba champions. >> what a great game. last night, lebron james scored 37 points. the heat beat the spurs, 95-88 in the 7th and deciding game of the finals. in the past year, lebron james has won back-to-back nba titles and an olympic gold medal. he's about to get another ring. this summer, yes. he's getting married. >> that's the most important one. >> there you go. these are miami heat fans, very excited about last night's big victory. they swarmed downtown miami. police say there were no real

stocks up slightly this morning as traders try to regroup following the biggest drop of the year. the dow plunged 560 points combining wednesday throughed yesterday after the federal reserve said it could wind down the bond-bying program by the end -- bond-bying program by the end of next year.

7:44. a japanese court says samsung infringed on apple patents. the decision is only a partial verdict and in damages were announced. a full verdict is expected to come out later. but there's no time frame. the case is similar to other legal bats between the two tech giants in the u.s., south korea, australia and several european countries. samsung says it may appeal the decision. and one of the original apple computers goes on the auction block on christie's. vintage apple products have become especially hot properties since steve jobs died. apple 1 was auctioned off for $671,000 last month. the online auction starts on monday. 7:45. california firefighters have been warning all of us, this could be a very bad fire season. northern california pot growers could make a bad fire season even worse. a lot of people involved in the booming business of marijuana into humboldt county and

elsewhere, they are leveling hillsides making room for their illegal crop. officials say that's adding to the fire danger along with hurting the area's ecosystems. a fire near highway 1 and 17 may have been intentionally set. you are looking at cell phone video shot from the freeway. the fire started yesterday about 3:00 in the afternoon. it burned about three acres. one person was injured and taken to the hospital. police in santa cruz say they've detained two other people for questioning. it is 7:46. happening today, president obama will hold his first meeting with the privacy and civil liberties board. it's part of the obama administration's response to recent revelations about secret government surveillance programs. the president says the board will play a key role in addressing the public's concerns about the government's sweeping collection of phone and internet records. meanwhile, the company that conducted the security background check on this man,

and family of the 41-year-old victim, stacy marshall, were headed back to the apartment. sad morning at the apartment complex. marshall's mother says her son was kind and helpful. she didn't want to talk on camera and appeared shock over what happened. she broke down as the coroner removed his body. police say shots spotter activated around 12:30. officers were nearby and found marshall at the apartment dead of a gunshot wound. his mother said there was a fight. richmond police say they are still talking to witnesses trying to determine what led up to the shooting. nearby apartments were evacuated as the search went on. >> the suspect or suspects may have still been on the complex property. so as a precaution to officers, then started checking some of the apartments. some of the apartments in the complex are currently vacant. >> reporter: police say the shooter is believed to be a

black male in his 30s, possibly 5'7" and there may be multiple suspects. detectives are working several leads. police say dozens of people were on scene. not all have been helpful. police are asking anyone with additional information to come forward. in the city of richmond there's a $10,000 reward for information related to homicide investigations. so police, again, asking anyone with information to come forward. we do have a request in with police for the latest information on the suspect and also what may have led up to this early-morning shooting. live in richmond, katie utehs, ktvu channel 2 news. 8:02. jury deliberations continue in san francisco today for a cabdriver accused of hitting and killing a pedestrian three years ago. now, ktvu obtained exclusive video of the incident. i have to warn you, it's graphic. the cameras were mounted in the cab captured the moment of the

impact. the victim, 19-year-old alberto rodriquez. prosecutors say the cabdriver, san yu chin, ran a headlight and then -- red light and then ran a half-mile before friends of the victim chased him down. >> we don't have acre towards him -- anger towards him. we'reup upset we don't have my brother anymore. >> if if convicted, chin faces a year up in jail for vehicular manslaughter and up to four years for leaving the scene of an accident. the drunk driver who hit and killed a 17-year-old girl back in san francisco in march is due in court. police say kieran drew brewer was speeding when he hit hanran chang. it happened on her 17th birthday. brewer will be charged with gross vehicular manslaughter while intoxicated. bail is set at $300,000. it's a big day for the

world-famous chez restaurant in berkeley. the restaurant was badly damaged in a fire last march. the fire caused as much as $200,000 in damage when electrical equipment malfunctioned. the restaurant has been closed ef -- closed ever since. tonight they are having a grand opening. this morning crews are working to dry out the gordon restaurant. 2:00 a.m., fire sprinklers were activated leaving the place soaking wet. we're still waiting to hear why the sprinklers came on. no word of a fire. firefighters say there were three to four inches of water on the second floor. the water trickled down to the first floor around the basement. and a sacramento-based supermarket chain is the latest to establish a new rule ranking bitioners. rally's has received thousands of complaints angry with customers asking for signatures

when they go to shop. management found it impossible to pick and choose which group should be allowed to gather petitions. it felt a no-solicitation policy was the only fair solution. target, safeway and other retailers have adopted similar policies in recent years. santa clara county leaders say the upcoming budget looks more promising than in recent years. later today, the board will make the final decisions about the $4.6 billion spending plan. there's a $70 million deficit will be covered through department cuts, labor concessions and revenues from a voter-approved sales tax hike. while paying the pensions and retirement benefits are still a big kemp, the board says they are pleased there won't be any layoffs. the funding for some programs have been restored. a fiscal year begins -- the fiscal year begins july 1st. budget problems have created brown grass. bad news for families who want to take their kids to the park. coming up for you at 8:25, the

new-found money that will turn water and new life into these dry, brown sonoma county parks. about 100,000 car racing fans will jam into the sonoma raceway this weekend. nascar is coming back to the bay area brian flores is down there getting advice about the traffic this weekend. >> reporter: yeah, dave. race officials say if you are gonna be around the raceway, highway 37. get ready. it will be a lot of traffic. but there are some alternatives that you can use when you come here to the race. you are taking a live look along the racetrack, a lot of the pit crews unveiling the cars, getting them prepped for this morning's practice. we're talking about the toyota save-mart 350. pit crews getting the cars ready for practice run. the race car haulers left in a

parade through downtown sacramento. they made it here yesterday. the official race begins on sunday. but there are plenty of events happening. until then, today will be mostly practice day with the racers with saturday being the qualifying day. roughly 100,000 people attend the event. expect a lot of traffic. leave early if you can. if you are headed to the race, leave early. highway 37 is gonna be more stopping than going. >> if you are not coming to the race, this is not a good place to be driving your car on sunday. we have a lot of people coming in. we do -- with all of the infrastructure improvements we've made at the track, we do a pretty good job getting people off the highway and into our parking lots. traffic coming in won't be as bad as it was back in the old days. >> reporter: so the raceway is hoping to ease congestion. the sports fan express is a bus service that will transport fans from places like livermore, concord, fairfield, santa rosa, novato and san rafael.

hold into saturday. it will be cooler starting on sunday. 8:14. bracing for the worse. 100,000 people have been forced from their homes in cal valerie, canada. military helicopters and boats are looking for people who may be stranded in the floodwaters. the new u.s. embassy in libya starts her first full day on the job. she met with with officials yesterday. she's the first u.s. embassy to libya since christopher stevens died in attacks on september 11th of the last year. stevens, a bay area native, was one of four americans killed in that terrorist attack. and police clashed with protesters as an estimated 1 million brazilians hit the

streets. it was the biggest demonstration yet against the demonstrators. today the president will hold an emergency meeting with the cabinet to discuss how to respond to the growing unrest. a breakthrough in those negotiations for immigration reform. some republican senators may vote for it after democrats promised more money for border security. ktvu's kyla campbell is in our washington, d.c. bureau with the details of the plan both parties say they can live with. >> kyla? >> reporter: senator majority leader harry reid spoke from the senate floor a few weeks ago. he believes the search will wint over support from the senate and the house. he wants the senate to vote as soon as monday but not everyone is on board. >> we finished here late last night. we had a lot of issues that were unresolved and we have a couple of this morning -- couple this morning. >> we're going on 11:00, and we

were told that we will still seek a day the amendment that fixes everything that we can just relax and go home. >> reporter: the plan includes more than doubling the number of border patrol agents to about 40,000 and giving them new high-tech equipment including radar and drones. the deal calls for finishing a 700-mile long fence separating mexico from border states. the cost for both could be as high as $50 billion. but it could be the only way to get republicans on board. many in the gop say the security boreds has to come before the $11 million people here illegally start to go through the 13-year citizen process. even if this passes through with a vote next week, it's not guaranteed to be taken up right away by the republican- controlled house. john boehner said he wants to vote on immigration reform by the end of the year. live in washington, kyla campbell, ktvu channel 2 news. a key ruling expected today

in the florida murder trial of george zimmerman. he's the neighborhood watchman charged with the shooting death of 17-year-old trayvon martin. a judge may rule on whether an expert witness for the prosecution can testify about the screams that were heard on 911 calls made during last year's fatal confrontation with trayvon martin. the expert says they were screams of help and they came from trayvon martin. yesterday, six women were selected for the jury to decide if george zimmerman is guilty of second-degree murder. the opening statements are due to begin next week. meantime, there are several reports this morning that say new england patriots' tight end, aaron hernandez, may soon be arrested in connection with a homicide. there's bun report that says an arrest warrant is coming after hernandez's home security system and his cell phone were found to have been destroyed. earlier this week, a man was found dead in an industrial park about a mile from his home. video evidence reportedly shows

hernandez with that victim just hours before the body was found. 8:18. hundreds of passengers heading to sfo were in for a big surprise after finding out they would have to go without a pretty essential item. the united flight took off from london heading to san francisco when airline attendants real liesed they were really low on toy let paper. so they put cocktail nappens in the -- napkins in the bathroom that read "fly by the tips of your fingers." the airline has apologized to the customers for the inconvenience. san francisco's human services agency is backing off a plan that would have made it more difficult for homeless families to get on shelter waiting lists. the proposed policy would have required families to fall below certain income levels.

the examiner reports the plan received strong criticism from the board of supervisors, including david campos who threatened to block it if introduced. police in palo alto have announced plans to deal with the issue of people camping in cars. residents have complained about this for years. an ordinance banning people from camps in cars was first presented to the council in 2011. 8:20. a group of deliverymen seen on video saving the life of a little girl in chine flaw. the men said they saw this 2 -- china. the men said they saw this 2- year-old girl dangling. they shotted up to her and then she rumped and the men broke her fall with their arms outstretched. two of the men were hurt in the rescue. but the little girl escaped with just a cut on her face. well, if you follow kim kardashian and the family and

breaking news in milpitas. coffee drinkers got a jolt they weren't expected. janine de la vega is live where a car crashed into that starbucks. >> reporter: we're here on talavara boulevard and victoria. they've already hauled away the car. it's a big mess. a lot of shattered glass. there's starbucks coffee and still good on the ground. in the distance you can see there's some starbucks' employees cleaning up. but they still taped this off. known will be getting coffee this morning. police say a honda terrific crashed through the front entrance of the complex just before 7:30 a.m. we were told by police that five employees were inside.

there were five or six customers having their coffee. two of them were outside. fortunately, nobody was hurt. now, i spoke to the female driver off camera. she tells me she's very embarrassed and feels bad. she had just come from the gym and was going to buy coffee and mistakenly pressed the gat instead of the brake. nobody was hit or hurt. everybody was shaken up and back out here live, again, you can see a lot of cleanup is gonna be done. there's crews that came in to sort of help with that cleanup and board up the mess. we know that apparently, a supervisor at starbucks just arrived a short time ago. we're gonna try to find out exactly what plan is, if they are even able to open up today. police are investigating this accident to find out some more information and, again, unclear if the starbucks is gonna open back up here on calaveras

boulevard. janine de la vega, ktvu channel 2 news. 8:31. new this morning, san jose police announced a plan to crack down on violence this summer and it starts today. for the rest of june, 20 gang- suppression cars will be tee employed all over the city. each car will be -- deployed all over the city. in july, 12 more cars will be added. that will bring the total number of officers to 64. the plan calls for staggering the police officers' hours to create a more visible presence on weekends and at night. in august, the police department will create a gang- suppression unit that will be operating seven days a week. all of this comes on the heels of a gang-related shooting that left a 16-year-old dead. manuel urzoua was beaten and shot on virginia avenue on wednesday. he died yesterday from his injuries. so far no arrests have been made. now, his death marks san jose's 25th homicide this year. in oakland, a 4-year-old

girl is recovering in a hospital after falling two stories. this happened yesterday at a home on 23rd avenue in the fruitvale district. firefighters say a very quick- thinking bystander jumped a fence to help the girl. she was rushed to children's hospital. she suffered head injuries. we're told she's expected to be okay. 8:32. happening now, the stock markets are continuing to ride up and down this morning. as pam cooks reports from the newsroom, the fed is still the focus this morning. >> reporter: this morning, the talk who is who -- the talk is who will replace bernanke. this has created to the vol lylte this week along with the announcement from the fed on wednesday that there could be easing of monetary policy. we're out in san francisco this morning talking with some local traders. >> for your average investors as -- as war enbuffett would say -- warren buffett would

say, stocks are on sale. one would want to buy stocks when they are on sale. >> some are buying them. but the volatility continues this morning. but morgan stanley's chairman and ceo said stock drop this week is an overreaction. analysts point out that the markets don't go straight up or down. they go up, they consolidate. they stabilize. depending upon the news of the day. today we have disappointing news from oracle. that's contributing to taking the nasdaq down. let's check in on the big board right now. you can see if you are following us earlier this morning, the markets right after the sound of that bell, the markets headed higher. the dow jones now is down 48 points. 33%. i'm looking at the nasdaq and the s&p 500 and it's just about the same as well. the nasdaq a little bit more, down almost a number percentage and again a lot of that having to do with oracle as well. as we mentioned, the volatility is a big deal.
